This page describes how to notify us of allegedly illegal content under the EU Digital Services Act and how to contact us for DSA purposes. It supplements the Acceptable Use Policy and Terms of Service.
Classification (summary)
- We store short-code ↔ destination URL mappings and serve redirects: hosting intermediary service for that mapping.
- Public redirects that make user-created links available to recipients are treated as likely an online platform for DSA purposes.
- We do not host the HTML or other content of destination websites; destination publishers remain responsible for that content.

How to submit a DSA notice
Use the DSA notice form at /en/legal/dsa/report, or email abuse@短.在线 with subject DSA notice and include the information below.
Information required in a DSA notice

You may omit your name and email when the notice concerns sexual abuse or sexual exploitation of a child. That includes images or video, asking a child for sexual purposes, and helping or attempting those acts. It is not limited to notices about images. Do not send the illegal material itself. Tell us where it is, and explain in your own words. You do not need a formal legal citation.
We review notices sent through the form or by email to abuse@短.在线. If we decide that the content behind a link is illegal, or that the link breaks the AUP or the Terms, we may restrict access to that link. A restricted link stops redirecting and shows a notice page instead.
If we know the email address of the account that created the link, we send that user a statement of reasons. It explains what we restricted and for how long, the facts and circumstances we relied on (including whether we acted on a notice), whether we used automated means, the legal or contractual ground, and the ways to seek redress.
If you sent a notice and gave an email address, we tell you our decision and the ways to seek redress.
The user who created the link, or the person who sent the notice, may ask us to review a decision by emailing abuse@短.在线. We do not promise a response time. You may also go to the courts of Finland or, where it applies to you, the Consumer Disputes Board. We do not operate them.
General abuse (non-DSA)
Phishing, malware, and other abuse reports that are not framed as DSA illegal-content notices may use the same mailbox without the DSA notice subject — see the AUP.
