Change notice: On 2026-10-10 we added to §11 that we may restrict access to individual short links. For links created before that date, this applies from 2026-11-10. If you do not agree, you may stop using the Service.

These Terms are provided for the Beta Service. Contracting party: Arasaka Oy (Finland). Governing law: Finland (see §12 for disputes / consumer forums).

1. Parties and acceptance

These Terms of Service (“Terms”) are a contract between you and Arasaka Oy (“we,” “us,” or “短.在线”) governing access to and use of the 短.在线 service at 短.在线 and related domains and applications (the “Service”).

By creating a short link (including anonymously), creating an account, or otherwise using the Service, you agree to these Terms and to our Acceptable Use Policy (“AUP”), which is incorporated by reference. If you use the Service on behalf of an organization, you represent that you have authority to bind that organization.

If you do not agree, do not use the Service.

2. Description of the Service

短.在线 is a bilingual (中文 / English) short-link and QR service. You can create a short link and a QR code. Creator analytics, click measurement, and public analytics cards are not available. We do not offer a paid plan, and a paid plan is not required.

Redirects are delivered through our redirect infrastructure. We do not insert interstitial advertising on redirect hops. We do not offer “防红” (anti-block / censorship-evasion) as a product feature.

We do not promise:

Mainland China ICP / 备案 hosting or China Network acceleration.
That any destination URL is safe, lawful, or endorsed by us.
That abuse monitoring will detect every harmful link.

3. Anonymous use and accounts

3.1 Anonymous (signed-out) use

You may create a limited number of short links without an account, subject to the AUP and our adaptive abuse and capacity controls. We may rate-limit, require verification (such as a CAPTCHA), refuse creates, or reduce anonymous capacity when risk or abuse indicators warrant it. Soft prompts to register may appear so you can keep history and manage links later; registration is encouraged, not a hard wall after the first link.

Anonymous links may be harder to recover or manage; we may refuse anonymous capacity at our discretion for safety.

3.2 Accounts

Account features (history, higher limits, API keys, and similar) require registration with accurate information and a secure credential. You are responsible for activity under your account. Notify us promptly of unauthorized access. In-product account tools include password reset, email verification, signing out of all sessions, and self-service account closure.

Create limits are described in-product. All creates remain subject to the AUP and risk controls.

Eligibility: the Service (including accounts) is intended for users aged 18 or older. Do not create an account if you are under 18. You must also have capacity to enter a binding contract under applicable law. Do not use the Service if prohibited by applicable sanctions or export rules. Anonymous signed-out creates remain subject to the AUP and may be limited or refused; they are not an invitation for children to use the Service.

4. Acceptable Use (incorporation)

You must comply with the AUP. We may rate-limit creates, redirects, and API calls, and we may refuse a create, when use violates the AUP or these Terms. See the AUP for reporting.

5. Your content and destinations

You (not 短.在线) are solely responsible for:

Destination URLs and any content reachable through them.
Titles, aliases, QR artwork metadata.
Ensuring you have rights to shorten and distribute the destinations and that they comply with law and the AUP.

We do not endorse destinations. Shortening a URL does not make us the publisher of the destination. We may act on notices of unlawful or abusive destinations as described in the AUP.

Personal data warning: do not place personal data (emails, names, phone numbers, precise identifiers) in public titles, aliases, or card copy.

6. Fees and payments

We do not offer a paid plan. No payment provider is engaged.

7. Custom domains

Custom domains are not currently available; this section applies only if we offer them. If you attach a custom domain, you must control DNS, comply with our technical requirements (including TLS), and ensure the domain does not infringe others’ rights. You remain responsible for content and destinations served under your domain. We may suspend custom-domain routing for abuse, security.

8. API

Some API operations may be available anonymously, subject to rate limits and abuse controls. Authenticated or higher-capacity API operations may require API credentials you must keep confidential. Use is subject to documented rate limits, the AUP, and these Terms. We may revoke keys for abuse, security risk, or plan limits. Do not use the API to circumvent capacity controls, scanning, or safety measures.

9. Service availability and statutory rights

Consumer users. If you use the Service as a consumer, you have mandatory rights under applicable consumer law, including rights relating to the conformity of digital services. Nothing in these Terms excludes, restricts or replaces those rights.

The Service is currently a beta service. Features, availability and performance may change. Specific limitations disclosed in these Terms form part of the description of the Service. “Beta” describes expected functionality and service level; it is not a waiver of statutory consumer conformity rights.

Business or professional users only. If you use the Service primarily for your trade, business or profession, then, to the maximum extent permitted by applicable law, the Service is provided “as is” and “as available.” We do not warrant uninterrupted or error-free operation, that third-party destinations are safe, or that abuse detection will identify every harmful destination.

We do not sell identifiable clickstreams.

10. Liability and indemnity

Consumer users. If you use the Service as a consumer, our liability is determined by applicable mandatory consumer law. Nothing in this Section limits any liability or remedy that cannot lawfully be limited.

Business or professional users. If you use the Service primarily for your trade, business or profession, then, to the maximum extent permitted by law:

Arasaka Oy and its directors, employees and suppliers will not be liable for indirect, incidental, special, consequential or punitive damages, or for lost profits, revenues, data or goodwill, arising from the Service or destinations third parties host; and
our aggregate liability for claims relating to the Service in any twelve-month period is limited to EUR 50, except where liability cannot be limited (for example death or personal injury caused by negligence, or fraud).

Indemnity — business users only. If you use the Service for business or professional purposes, you will indemnify Arasaka Oy against third-party claims, losses and reasonable costs arising directly from unlawful destinations or content you supply, or your material breach of these Terms or the AUP, except to the extent caused by Arasaka Oy. This indemnity does not apply to consumers. Consumers remain responsible for their use of the Service in accordance with applicable law.

11. Suspension and termination

For short links created before 2026-10-10, the words ‘restrict access to short links’ in the next paragraph apply from 2026-11-10. Until then, we restrict access to those links only where the law requires it or to address illegal content. Addressing illegal content includes a temporary interim restriction of a link where we reasonably suspect phishing, malware, fraud or a risk to life or safety, and there is a serious and imminent risk to users, third parties or the Service. An interim restriction lasts only while we assess the case. Where we know the account email, we send a statement of reasons. You may ask us to review the restriction by replying. If the suspicion is not confirmed, we lift it.

We may restrict access to short links, and restrict or terminate accounts, API access, or other account functionality, where reasonably necessary and proportionate, because of:

(a) a violation of these Terms or the AUP;
(b) reasonably suspected illegal or harmful use;
(c) a security threat or material risk to the Service, users or third parties;
(d) a binding legal or regulatory requirement;
(e) inactivity, where an applicable inactivity or retention period has been disclosed to you.

Where practicable, we will provide an opportunity to remedy a breach before termination. We may act immediately where reasonably necessary to address illegal content, fraud, security threats, abuse, imminent harm or a binding legal requirement.

You may stop using the Service at any time. Account settings in the product provide password reset, email verification, sign-out of all sessions, and self-service account deletion (subject to retention needed for abuse or legal holds as described in the Privacy Policy).

Provisions that by nature should survive (including §§5, 9–12) survive termination.

12. Governing law and disputes

These Terms are governed by Finnish law.

Consumers. If you are a consumer, this choice of law does not deprive you of mandatory consumer protections that apply under the law of your habitual residence. Nothing in these Terms restricts any right you have under mandatory law to bring proceedings before a competent court in your country of residence.

Business or professional users. For users acting for business or professional purposes, the courts of Finland shall have exclusive jurisdiction, unless otherwise agreed in writing.

We encourage consumers to contact us first so that we can attempt to resolve a complaint. Consumers in Finland may also refer eligible disputes to the Consumer Disputes Board (kuluttajariitalautakunta) after first contacting Finnish Consumer Advisory Services, as applicable.

We do not require consumers to submit disputes to arbitration as a condition of using the Service.

13. Changes

We may update these Terms for valid reasons, including: changes required by law or regulators; security and abuse threats; technical architecture or interoperability needs; supplier dependencies; and reasonable evolution of Service functionality.

We will not charge an additional fee solely because of a Terms update. For material changes that negatively affect consumer access or use more than minimally, we will give clear advance notice on a durable medium where required by law and, where required, a free termination right for a reasonable period (generally at least 30 days), unless the unchanged Service remains available to you.

“Continued use constitutes acceptance” is not the sole legal mechanism for a material consumer-service modification where mandatory law requires notice and a termination right.
